Cubone's skull IS its mother's skull, when he evolves it melds with his face.

The Kangaskhan skull makes more sense, because even though there's a skull resemblance, charmander's have three toes-not one- and have no spikes on their backs/tails, which are present in both Cubones and Kangaskhans.
